Tuition Categories for Students Entering their Academic Program in Fall 2024 (or later)

There are two types of domestic tuition: Ontario and out-of-province. See below for details regarding eligibility for domestic Ontario student tuition, as per the Ministry of Colleges and Universities. Tuition rates for domestic out-of-province student tuition is based on the province of residence. All other students are charged international tuition.

Tuition Categories for Students that Entered their Academic Program in Summer 2023 (or earlier)

There are two types tuition: Domestic and international tuition. See below for details regarding eligibility for domestic tuition, as per the Ministry of Colleges and Universities. All other students are charged international tuition.

Requesting a Domestic Tuition Rate

To qualify for domestic tuition, either Ontario student tuition or out-of-province student tuition, you must provide proof of your eligibility to the Registrar’s Office. If you cannot do that before tuition is due, you are responsible for paying the current tuition rate.

The Registrar’s Office makes final decisions about documents you must provide. You may later be required to provide additional or updated documents to prove that you remain eligible.

If your documents have an expiry date, then you must provide updated documents to the Registrar’s Office no later than 10 working days after the original documents expired; otherwise, you will pay the current tuition rate.

Note: If you are not sure which deadline applies to you, contact Student Support & Advising. Any changes or corrections made after these dates apply to the next term or session. With no exceptions, approved tuition rate changes are not retroactive to any previous term or session if the above deadlines are past.

Next steps to appeal your tuition rate:

  1. Ensure that you qualify for an alternate tuition rate based on the domestic Ontario student tuition or the Ministry of Colleges and Universities Eligibility Regulations for Domestic Tuition Rates.
  2. Confirm the deadline for tuition reassessment.
  3. Follow the steps included in the Tuition Appeal Application Form below.
    You will need to provide documentation with your application. Details regarding acceptable application and instructions on how to upload them are shared in the application form.

Domestic Ontario Tuition Category Eligibility

To qualify for domestic Ontario student tuition, you must belong to one of the following categories:

  1. You are a single dependent and your parent’s primary residence is in Ontario
  2. You are an independent student and Ontario is the most recent province you have resided in for at least 12 consecutive months, not including time as a full-time post-secondary student
  3. You are married or common-law and Ontario is the last province your spouse or common-law partner has lived in for 12 months in a row, not including time as a full-time post-secondary student
  4. You have been approved for permanent residency through the Ontario Immigrant Nominee Program (OINP)
  5. You are an Indigenous Person of Canada, for example: First Nations (Status/Non-Status), Inuit, or Métis
  6. You are a student in extended society care
  7. You became a Canadian Citizen, Permanent Resident, or Protected Person and have not lived in any other province for 12 months
  8. You are receiving or have received funding from OSAP
Ministry of Colleges and Universities Eligibility Regulations for Domestic Tuition Rates

Under Ministry of Colleges and Universities regulations, a student is eligible for a domestic tuition rate if they are in one of these categories:

  1. A citizen of Canada within the meaning of the Citizenship Act or a person registered as an Indian within the meaning of the Indian Act.
  2. The legal dependent of a Canadian citizen.
  3. A permanent resident in Canada within the meaning of the Immigration and Refugee Protection Act.
  4. The legal dependent of a permanent resident in Canada.
  5. Students or their parents or spouse who are permanent resident applicants are eligible for domestic fees only if they have received a letter/email with communication addressed to the primary applicant from Immigration, Refugees and Citizenship Canada indicating that they have been approved in principle.

    Note: Before you provide other documents relating to a permanent resident, verify it with an Immigration Specialist at York International or the Schulich School of Business.
  6. The legal dependent of an applicant for permanent resident in Category 5.
  7. A person and his/her legal dependent, who is officially recognized and documented by the Immigration and Refugee Protection Act to be a Protected Person or a Convention Refugee.
  8.  Admitted to and remaining in Canada, with official accreditation from the Canadian Department of Foreign Affairs and International Trade, to carry out official duties as:
    1. a diplomatic or consular officer; or as a Canadian government-accredited representative or official of a country other than Canada, of the United Nations or any of its agencies, of any intergovernmental organizations of which Canada is a member
    2. a member of a foreign military force or of a civilian component thereof admitted to Canada under the Visiting Forces Act
    3. a legal dependent of a person in Category 8.a) or Category 8.b)
    4. a member of the staff of any such diplomat, consular officer, representative or official accredited to Canada by the Canadian government

      Note: if you have been exempt under this category, but circumstances beyond your control change your exemption status during your studies — for example, if you are the dependent of a diplomat who has been assigned to another country — then you continue to be exempt from paying international student tuition until you complete your current program. You should also immediately contact the Registrar’s Office.
  9. A person and his/her legal dependent who is authorized to work in Canada and has been issued a work permit by the federal government. You are not eligible for the domestic fee rate under Category 9 if you, your parent or your spouse hold a work permit as:
    1. a visitor who is a graduate teaching assistant; an international student holding a work permit to complete his/her co-op, internship or medical residency employment
    2. an international student holding an open work permit for post-graduate work (usually for up to three years of work opportunities upon graduation)
    3. an international student whose spouse or common-law partner has received a work permit as a result of the international student holding a valid study permit
    4. an international student holding an Off-Campus Work Permit.

Note: These eligibility regulations, categories and definitions are subject to change without notice by the Government of Ontario and the Ministry of Colleges and Universities.

Domestic out-of-province student tuition

Tuition rates for domestic out-of-province student tuition are based on the province of residence.

International student tuition

If you do not qualify for a domestic tuition rate OR you cannot or do not provide requested proof to the Registrar’s Office that you belong to an exempted category under the Ministry of Colleges and Universities Eligibility Regulations, then your tuition is assessed at the International student rate.

Definition of Dependents

Some categories state that both the person who has the status and their dependents are eligible for domestic tuition. If you are a dependent of someone who falls under one of the categories, you must provide documents to verify this.

Ministry of Colleges and Universities regulations define dependents as:

  • a spouse;
  • a common-law partner;

    Note: to verify your common-law status, you are required to provide an affidavit signed by you and your spouse, confirming that you live together in a conjugal relationship for not less than three years, or that you live together in a conjugal relationship and are raising any children of whom you both are the natural or adoptive parents.
  • a dependent child or the dependent child of a spouse or common-law partner;
  • a dependent child of the dependent child referred to above.

Definition of Dependent Child

A dependent child is a biological child who has not been adopted by someone other than the spouse or common-law partner, or an adopted child, and who is:

  • younger than 22 and not a spouse or common-law partner or
  • enrolled continuously at a college, university or other educational institution and dependent substantially on the financial support of the parent since before age 22 or since becoming a spouse or common-law partner if that happened before they turned 22 years old or
  • someone with a disability who has been financially supported substantially by their parents and who cannot support themselves because of the disability.

What if I have been assessed at the wrong tuition rate?

Review the information regarding requesting a domestic tuition rate to confirm whether you qualify for a different tuition rate and details regarding the appeal process. If you have issues completing the form, contact Student Support & Advising.

What happens if my tuition type has changed to domestic tuition, but I am still charged by the University Health Insurance Plan (UHIP)?

If you change to domestic tuition and you are charged for the University Health Insurance Plan (UHIP), please contact York International’s UHIP office for help: visit their website or send an email that includes your full name and student number.
